PBR is a concept to display more accurate surface lighting compared to more outdated lighting models in realtime application.
To work with it it depends on what you want to do. For PBR you need the proper shaders that work physically based as well as textures that are calibrated for pbr ( but that is optional, you could work just with shaders of course).
In Sketchfab you should find PBR in the second tab to work with PBR shaders (if I'm not mistaken).
If you want to create textures that are PBR-reday you can check out programs like Substance Designer, Quixel Suite, 3d-coat and (for freebies) Blender. Those are the ones I use and they do a great job but it really depends on what you want to do with PBR :smile:
